Members of the Board of Education shall have authority only when acting as a Board legally in session. The Board of Education shall not be bound in any way by any statement or action on the part of any individual Board member except when such statement or action is in pursuance of specific resolution or direction of the Board and such resolution or direction recorded in the minutes of a legally called meeting.

It shall be the policy of the Board of Education to provide an orderly procedure for handling communications, proposals, and complaints to the end that problems affecting public and staff welfare can be resolved by the Superintendent and his/her staff.
