Policy Name    Advisory Committees to the Board Adoption            November 19, 1991

The central purpose of all advisory committees is to contribute to the welfare of students and to enhance the effectiveness of the decision-making process. The ultimate authority to make decisions will continue to reside in the powers and duties of the Board of Education as imposed by law. The Board of Education encourages the participation of residents on advisory committees.

       Board-appointed advisory committees will function within organizational frameworks approved by the Board of Education. A staff member or members will be assigned to each group to help it develop guidelines to carry out its functions. The Board of Education will dissolve advisory committees upon fulfillment of the charge to the committees as defined by the Board.

       School and District-level advisory committees that are required under federal and state programs will be formed and will function in accordance with the requirements pertaining to each specific program; the Board of Education will grant to those bodies the advisory responsibilities relevant to the program or project. Membership on the committee shall be no longer than four consecutive years. This limitation is waived if necessary for an individual to fulfill terms as an elected officer. Members of District-level committees will be approved by a majority vote of the Board of Education in an official session. Citizen advisory groups will be broadly representative and will ensure that their recommendations are based on responsible study and facts.

       Community groups that are neither appointed by the Board of Education nor formed as required under federal or state programs are encouraged to offer suggestions and advice to the Board of Education in order to assist it in the decision-making process. The final responsibility for all decisions, however, rests with the Board of Education alone.

All Board-appointed, school, and District-level advisory committee meetings shall be open to the public. Meeting notices shall be posted in accordance with the open meetings law.
