Adoption of new policies or the revision or repeal of existing policies is solely the responsibility of the Board of Education.
The Board of Education shall adhere to the following procedure in considering and adopting policy proposals to ensure that they are well examined before final action:
First meeting — the proposal shall be presented for first reading as Discussion.
Second meeting — the proposal shall be presented for a second reading as Action.
During discussion of a policy proposal, the views of the public and staff will be considered. Amendments may be proposed by Board of Education members. An amendment will not require that the policy go through an additional reading except as the Board of Education determines that the amendment needs further study and that an additional reading would be desirable.
Under unusual circumstances, the Board of Education may temporarily approve a policy to meet emergency conditions; however, the above procedure is required before the policy shall be considered permanent.
Notwithstanding the foregoing, the Superintendent or designee is authorized to compile, edit, arrange, and prepare Board of Education policies from time to time for the purpose of convenience, orderly arrangement, and information to the public without the express permission of the Board of Education. In so doing, the Superintendent or designee may:
(1) Adopt a uniform system of punctuation, capitalization, and wording.
(2) Eliminate all obsolete and redundant wording.
(3) Correct obvious errors and inconsistencies.
(4) Correct inaccurate or obsolete references to the titles of administrators, employees, or other agents and make such other name changes as are necessary to be consistent with the positions currently in effect.
(5) Eliminate any duplications in policies and any policies repealed directly or by implication.
(6) Clarify existing policies, modernize terminology, and make such other nonsubstantive changes as the Superintendent may consider proper.
The Superintendent shall make no change in the substance of any policy, but may make such changes in arrangement and terminology as will, in the judgment of the Superintendent, improve the style and clarity of the policies, yet preserve the intent, effect, and meaning of any such policy provision. No implication or presumption of Board of Education construction is to be drawn from any such actions taken by the Superintendent. The Superintendent or designee will provide copies of any Superintendent corrected policy changes to the members of the Board of Education.
