The Board of Education shall institute and maintain a comprehensive process for the evaluation of the Superintendent that is consistent with state law.
Definitions
Strategic Plan
The strategic plan establishes the primary focus of the District’s efforts. Based upon the current strategic plan, the Board of Education and Superintendent will at least annually review the progress toward the accomplishment of the strategic plan. During that review, the management plan and annual work plan will be discussed as to the accomplishments. If needed, the strategic plan will be modified.
Position Description
The position description sets forth the responsibilities of the Superintendent. Annually the Board of Education and the Superintendent will review the current position description to clarify the Superintendent’s role in the school system. If necessary, the position description will be modified to reflect the accurate and current responsibilities of the Superintendent and the current strategic plan.
Performance Objectives
Performance objectives clearly delineate the major areas for the Superintendent’s work initiatives during the evaluation period. They will be directed toward the accomplishment of the District’s strategic plan and mission and other areas agreed to by the Board of Education and Superintendent. A performance objective shall be written in a manner to address the following questions:
Is it relevant?
Is it specific?
Is it measurable?
Is it attainable?
Is it time bound?
Refer to Exhibit CBI-E-1 for a further explanation of a performance objective.
Informal Input
Annually the Superintendent will seek input from employees of his or her choosing regarding employees’ perceptions of his or her leadership. This information will be utilized by the Superintendent for his or her professional and personal growth.
Periodic Feedback
Periodic feedback is information shared by the Board of Education with the Superintendent during the evaluation period that is intended to provide constructive dialog toward progress in performance objectives, and other responsibilities of the Superintendent.
Self-Evaluation
The Superintendent will prepare a self-evaluation of his or her performance based upon the previously agreed to performance objectives. The Superintendent may share data and artifacts to reflect his or her reported performance.
Summative Evaluation
The summative evaluation represents a synthesis of information collected from individual Board of Education members in addition to information obtained from the Superintendent.
Contract Extension Consideration
Based upon the evaluation of the Superintendent, the Board of Education may consider extension of the multiyear contract of the Superintendent.
Through the process for the evaluation of the Superintendent, the Board of Education shall strive to accomplish the following:
Evaluate the Superintendent’s performance.
Enhance the Superintendent’s effectiveness.
Clarify for the Superintendent his/her role in the school system by defining performance objectives that will contribute to the achievement of the District strategic plan.
Develop open and effective communication to strengthen the working relationship between the Board of Education and Superintendent.
During the evaluation period, the Board of Education and Superintendent shall do the following:
Review the District strategic plan, management plan, present year’s work plan, and existing position description.
Based upon the documents reviewed, the Board of Education in collaboration with the Superintendent will establish the performance objectives for the Superintendent.
The Board of Education will provide periodic feedback to the Superintendent regarding his/her performance.
The Superintendent will complete a self-evaluation of his/her performance during the evaluation period.
The Board of Education will formally meet to discuss the Superintendent’s self-evaluation and performance.
Based upon agreed performance objectives in the initial steps of the Superintendent’s evaluation period, the Board of Education will prepare a written summative evaluation of the Superintendent. The Superintendent shall have an opportunity to review the summative evaluation and discuss it with the Boardof Education in executive session. The final summative evaluation shall be signed by the Superintendent and the president of the Board of Education. During this time, the Board of Education will consider a contract extension of the Superintendent.
The Superintendent’s performance shall be reviewed at least annually. Additions or changes to the performance objectives shall be established at intervals agreed upon with the Superintendent and the Board of Education.
The evaluation of the Superintendent, as it relates to the performance of the Superintendent in fulfilling the adopted School District objectives, fiscal management of the District, District planning responsibilities, and supervision and evaluation of District personnel, shall be open for inspection by any person at reasonable times.
Nothing in this policy shall be construed to imply in any manner the establishment of any personal rights not explicitly established by statute, Board of Education policy, or contract. All employment decisions remain within the sole and continuing discretion of the Board of Education. The Board of Education shall consult with the Superintendent when revising the process for the evaluation of the Superintendent.
