Unencumbered moneys shall not be transferred from one fund to another unless authorized in advance by the Board of Education. The Board of Education shall not transfer moneys from the bond redemption fund or the building fund.

Allocations budgeted to schools, departments, and programs may be transferred between discretionary accounts within a fund, but not between funds. Unencumbered moneys may be transferred between the accounts for purchased services, field trips, stipends, staff development, supplies, and capital outlay. Transfer of funds to/from salary and benefit accounts is not permitted without prior approval of the finance office, with the exception of Enterprise funds.
