Sealed Bids

Whenever possible or practical, purchases shall be made on the basis of at least three sealed competitive bids.

When a staff member requests that a single item be purchased, the Purchasing Department will ensure that bids have been received for that item or that written justification is provided for a single brand.

No bidder shall be permitted to change his/her bid after the designated date and closing time. Written sealed bids will be opened publicly at the time and place designated. Each bid will be read if those in attendance so request.

The District reserves the right to reject any or all bids or parts thereof. This rejection could be on the basis of past performance, reputation and integrity of suppliers, delivery, availability, standardization of equipment, service, lack of sufficient funds, failure to comply with bid specifications, or any other just cause regardless of price quoted.

All bids shall be a matter of public record.

 

Telephone Quotations

Telephone quotations will be permitted when sealed competitive bidding is deemed to be inadvisable or impractical in order to expedite immediate deliveries of materials or equipment to meet exigencies arising from unforeseen causes.

Whenever possible in the solicitation of telephone quotations, at least two or more sources for the needed item will be obtained for competitive prices. Written justification will be given for a single source and/or brand.

Written documentation will be required and must be signed and retained on file by the individual making the phone contact, such as company name, date, and name of the individual who submitted the price quotation.
