Selection of a Professional
The District will retain a professional specializing in one or more components of planning and construction, in accordance with state statute, to design, develop project specifications, and to supervise construction of new facilities, major additions, and major remodeling of existing facilities. District guidelines for the selection of a professional will be followed. The professional will be appointed in the early stages of planning for purposes of meeting with designated District personnel.
Selection of the Construction Method
The director of property management services will analyze the construction industry to determine the most favorable method of construction.
The construction method chosen (e.g., construction management, fast track, design build, conventional) will be the one most advantageous in assuring utilization of the best knowledge, skill, and materials during the planning, design, and construction process.
Development of Facility Design
The District staff will develop technical and educational specifications predicated on program requirements and future needs.
Preliminary Drawings, Costs, Facility Budget, Time Schedules
During the conceptual stage and prior to the development of the preliminary drawings, the director of property management services, in consultation with the appropriate professional, will develop the budget for a particular facility project.
The Superintendent and the Board will approve the construction budget.
The preliminary estimate will be reviewed as necessary during the project. Where bids exceed the budget by an amount greater than five percent (5%), the bid may be negotiated or the professional may be required to redesign the phase of the project for which he is responsible without additional fee.
The preliminary drawings will include sufficient drawings to fully explain the project and a tentative outline of materials to be used in the project. After the Board or the designee and the administration have reviewed and approved the preliminary plans, a time schedule for completion of the project will be established.
Special requests with respect to specific educational needs will be met, within the financial limitations of the budget.
Contract Documents
The professional will proceed, after approval, to complete construction documents (plans, specifications, and contracts).
The director of property management services will meet with appropriate administrators to consider problems that require particular attention. The results of these meetings will be reviewed by the professional, by the director of property management services, or the designee for consideration and implementation. No significant plans will be made without approval of the Superintendent or designee and the Board or designee.
Equipment
Early in the planning, the administration will establish requirements for furniture and equipment. These needs will be determined on the basis of special programs and, more particularly, quantities and numbers in existing facilities. The costs for equipment and furniture will be anticipated and a budget established. The budget shall be the governing factor in actual purchases.
