Policy Name    Retirement of Facilities

The enrollment picture and financial status of the District shall be communicated to the public on a periodic basis so that public awareness may be created with respect to the potential for retiring educational facilities. Such communication will take place through the press, District publications, and other means.

Consideration shall be given to retiring facilities when declining enrollment, enrollment shifts, and/or financial resources reach a point at which continued operation of all facilities would not be in the best interests of the District’s overall educational program. Such consideration to retiring of facilities shall be recommended after the administration has explored alternatives such as changing school boundaries, shifting programs from one building to another, and implementation of new programs.

The factors that may be considered in determining which facility to consider for retirement include, but are not limited to, the following: financial costs (administrative, secretarial, custodial, other support personnel, and care and upkeep of buildings); enrollment decline; potential alternative uses of a facility; impact on educational programs; displacement of students; and transportation of students.

The Board shall seek public input prior to taking any action to retire a facility. The District shall give special notice to the public of all meetings of the Board where a final decision may be made regarding the retirement or substantive alternative use of a facility.

If the Board determines to discontinue providing the instructional program in a facility, or to allocate a significant portion of a facility for alternative use, it shall first consider other uses that the District might make of the building. Then it shall consider its lease/sale to a government agency, to nonprofit educational and civic organizations, or to private entrepreneurs.
