In order for a district to be eligible for full-time student state equalization program support, state law establishes the school year as follows:

      1.   At least 1,080 hours of pupil-teacher contact and instruction must be scheduled for middle schools and high schools; at least 990 hours are required for elementary schools; the minimum annual hourly requirement for full-day kindergarten is 900 hours and at least 450 hours must be scheduled for half-day kindergarten.

                 Ÿ    Up to 24 hours for parent-teacher conferences or staff in-services may be included in the scheduled minimum of 1,080 hours for middle schools and high schools. Up to 22 hours may be included in the 990 minimum scheduled elementary hours. Up to 15 hours may be included in the 450 minimum scheduled half-time kindergarten hours and up to 30 hours may be included in the 900 minimum scheduled full-time kindergarten hours.

                 Ÿ    Emergency days are included in the total 24, 22, 15, and 30-hour allowances for parent-teacher conferences and staff in-services. (If a year’s schedule is 1,080 hours and 24 of those were held as conferences or in-service, an emergency school closure would require a make-up day. School districts may not schedule less than 1,056 hours for middle and high schools, 968 for elementary schools, 435 hours for half-day kindergarten, and no less than 870 hours for full-day kindergarten.)

      2.   Schools may not schedule fewer than 160 days without specific prior approval of the Commissioner of Education.
