In keeping with the intention of the state of Colorado to offer educational opportunities to those children whose dominant language is other than English, the District shall provide suitable instructional programs for all such students in grades kindergarten through 12 in accordance with the requirements of state statutes and the Colorado Department of Education.

Foreign exchange or visiting students are not eligible for English as a Second Language programs.
