Policy Name     Electronic Instructional Materials

Electronic instructional materials are defined as digital learning resources produced and maintained by a clearly identifiable source where such materials are used as the primary content resource in a course offering in the District. A “clearly identifiable source” (hereinafter “source”) is defined as a title and/or series that is copyrighted, owned, rented, licensed, or otherwise issued by an authorized individual, organization, provider, or corporation.

The Board of Education acknowledges that the Internet offers a vast array of potential instructional materials that can enrich a student’s educational experience and the District’s curriculum. Most utilization of such materials constitutes supplemental and incidental resources. However, some products are now becoming available that serve the same purpose as the traditional role of the textbook but differ in their Internet-based method of delivery. Because of the dynamic nature of such electronic instructional materials, the Board of Education recognizes that a review process is necessary to determine that electronic instructional materials are suitable for the purposes for which they are used. The Board of Education’s approval of electronic instructional materials will differ from the approval of print materials in that the Board of Education shall approve the source of electronic instructional materials rather than the specific content contained therein.

The Superintendent or designee shall appoint an Electronic Instructional Materials Committee that shall be responsible for the review and selection of sources of electronic instructional materials to be recommended for use in the District. Membership on such committee shall include teachers who regularly use electronic instructional materials, administrators, and other staff members as appropriate. Students and parents will be encouraged to serve.

Principles that apply generally to the selection of instructional materials and library materials shall apply to the approval of sources of electronic instructional materials. The Board of Education directs the staff to follow the applicable principles and considerations established in the Textbook Selection and Adoption policy (IJJ) for the review, selection, and recommendation of sources of electronic instructional materials.

The Board of Education will approve a source of electronic instructional materials after an appropriate review demonstrates the source meets the necessary standards for quality and appropriateness for the District. Every approved source shall be reviewed periodically to ensure the source continues to comply with Board of Education expectations for quality and support the District’s objectives, including the District’s academic content standards. Community members may request an administrative review of any approved source in accordance with Policy KEF, Public Concerns/Complaints About Teaching Activities or Presentations.

The Superintendent is directed to establish regulations to implement this policy.
