Policy Name    Interdistrict Enrollment

                                 (Nonresident Students)

The District will consider admission requests from Colorado students who do not reside within the boundaries of the school district but who wish to attend a particular school or program within the District in accordance with the following regulations:

       Determination of Residency

       Any questions about a student’s residency status must be resolved prior to application for admission. These regulations apply to all Colorado students who do not reside within the boundaries of the District.

       Requests for Admission

       Requests for admission as a nonresident student must be initiated by the parent/guardian by filing the approved form with the principal of the school which the student wishes to attend (receiving school).

       Applications may be filed anytime during the school year for admission during the current school year. Nonresident students applying for admission during the current school year shall be approved if criteria for enrollment as defined in Board of Education Policy JFBB are met.

       When nonresident students are applying for admission for the following school year, first priority for admission shall be given to resident students who apply during the optional enrollment window of October 1 through January 31 as stated in Policy JFBA. Criteria for approval of admission in all cases are defined in Policy JFBB and will be considered on a first-come, first-served basis anytime between February 1 and September 30. Prior to February 1, priority will be given to resident students requesting open enrollment/transfer.

       Application for admission forms will be available in every school building and in the central administration office. The principal will explain to the parent/guardian the procedures used to process admission requests.

       Each student must submit an admission request in accordance with these regulations for each school or program requested within the District. Each principal will maintain a file of all enrollment requests received from nonresidents. Annually, principals will report to the central office the numbers, status, and disposition of each nonresident application received, and other information as requested by the Superintendent.

       The receiving school principal will make the decision as to whether an application is accepted or rejected based on criteria established in the state law and Board of Education policy and these regulations. The receiving school principal will be responsible for notifying the parents and students of approval or disapproval of an admission. Applicants notified of approval shall accept or decline the invitation within 24 hours of personal notification or forfeit the opportunity of enrollment.

       This approval of a request to enroll in the District will be conditioned on compliance with each of the following:

              Intent to enroll and attend during the current year once accepted.

                     Or

              Intent to enroll and attend prior to October 1 of the following year if applying during the optional enrollment window.

              Receipt of all applicable records.

              Satisfaction of all District requirements for admission.


Should more applicants be received than can be approved, applications will be prioritized as follows:

Children who have a sibling attending the school requested

Children of employees who are nonresidents

Other students selected by lottery

 

Enrollment Renewal

Once a nonresident student request for enrollment has been approved and the student is in attendance, enrollment is continued automatically for the next school year if the parent/guardian annually completes an intent to renew enrollment form and the student has remained in good standing as described in Policy JFBB, except that resident students who timely apply for enrollment under Policy JFBA shall have priority. If a student is not in good standing as described in Policy JFBB, then the student must reapply and will be placed on the same footing as all other nonresident applicants for the next school year. Continued enrollment may be rescinded by the District in circumstances defined in Policy JFBB.

Enrollment renewal forms will be available in every school building and in the central administration office. Renewal forms must be submitted to the principal of the school which the student is currently attending by January 31 of each school year.

 

Criteria to Establish Maximum Enrollment Limits (Availability of Space or Teaching Staff)

Enrollment requests are subject to space availability in the school requested, contingent upon District class size guidelines and subject availability as determined by the receiving principal taking enrollment projections into consideration. Students whose enrollment requests have been approved will be assigned to classrooms on the basis of available staff and support services, as well as the best use of classroom space.

Requests for enrollment in particular programs will take into consideration the applicant’s qualification for the program.

The maximum enrollment limit is the level of enrollment at which the receiving school may deny an enrollment request based on lack of space within the building. The maximum enrollment limit may be lower than would be indicated by square footage, number of classrooms, and enrollment history if one or more of the following considerations apply:

Modifications have been made in the physical structure of the building which permanently restrict capacity;

Space within the building has been allocated to programs which cannot be relocated without detriment to those programs or without incurring significant cost;

Growth is anticipated in the student population within the school’s attendance area and the Board of Education has deemed it to be within the best interest of the District to leave space available within the school;

New demands for building space are anticipated for the purpose of accommodating increased enrollment by special education students or new programs to be implemented for special education students.

 

Responding to Maximum Enrollment Limits

If the receiving school principal believes acceptance of an interdistrict enrollment request would exceed maximum enrollment limits in the receiving school or exceed class size limits in a program, or demand added or reallocation of resources, the principal shall not accept the request and shall concurrently notify the Superintendent, who shall advise the Board of Education and notify the public that the building or program may be closed to further interdistrict enrollments.

 

Athletics

Nonresident students who enroll within the District in accordance with this policy will have the same curricular and extracurricular status as all other students attending the school, limited only by rules of the Colorado High School Activities Association (CHSAA).

Eligibility for participation in interscholastic athletics will be determined in accordance with CHSAA rules.
