Reciprocal Agreements
In the event other local government agencies request the use of District facilities and said local governments have facilities which may be of use for District purposes, reciprocal agreements are permitted.
Facility Availability
Buildings and facilities will be available for community use whenever this use does not conflict with District use.
Application Procedures and Authorization
Authorization and execution of the agreement between the community user and the District shall be made on a standard District agreement form, signed by the principal or building administrator and the person representing the community user.
Official Organization or Group Representative
The community use agreement must be signed by an official representative of the organization or group requesting the use.
Cancellation of Use
Authorization for use of buildings or facilities shall be subject to cancellation by the District for school activities or other appropriate cause, provided such cancellation is made and notice is given by the District to the party concerned, at the earliest possible time.

Conditions of Use
Location of Activity
Organizations or groups will confine their activities to the rooms, corridors, and entry ways as specifically agreed for their use.
Admission Charges
When admission is charged, the number of tickets sold must be limited to the stated seating capacity of the facility reserved.
Insurance Liability
The person, or persons, for the organization or group making application for use of the building or facility, shall agree to hold harmless and indemnify the District for any claim against the District arising out of the use of the building or facility.
Use of Tobacco
Smoking, chewing, and other use of tobacco on school property is prohibited by District policy KGC.
Alcohol, Drugs
Unauthorized use, possession, sale, giving, or exchanging of alcohol, marijuana, other controlled substances, drug paraphernalia, or counterfeit drugs is prohibited in all District schools, buildings, or on school grounds.
Weapons
Unauthorized possession or use of any type of firearms or weapons is prohibited.
Safety
Groups or individuals using facilities are responsible for the observance of county and state fire and safety regulations at all times.
Use of Equipment
Any use of District equipment will be at the discretion of the principal or building administrator and such use may incur additional charges.
Storage Space
No storage facilities will be provided, or responsibility accepted, for any equipment or materials brought in by an organization or group using school facilities.
Fees for Community Use of Buildings, Swimming Pools, Grass-Covered Playing Fields, and District Stadium
A use fee will be charged to help defray custodial charges during periods of time normally covered by District custodial personnel, to help defray the cost of utilities, the annual upkeep of the facilities, and other miscellaneous expenses associated with building use. There will be a differentiation in use fees for nonprofit and for profit groups.
Organizations or Groups Exempt From Use Fees
Professional education associations, professional organizations of any District employee group, any community group organized for the purposes of a school function and serving in the interest of the District, polling locations for public elections, and community youth groups organized for the purpose of education or community service will be exempt from paying use fees. This exemption does not include church schools.
Charges for Fee-Exempt Organizations or Groups
Should additional expenses be incurred by the District staff related to the use of the fee-exempt group or when the community use extends beyond the periods normally covered by District custodial personnel, a charge will be made for incurred expenses and/or a custodian charge will be made according to the prevailing custodial salary and overtime rates.
Religious Organizations
Religious organizations may rent buildings for church services or church school, the use to be on a year-to-year basis providing the use arrangement has been satisfactory to the building principal.
Fee Schedule
The Board will establish a schedule of use fees that will be charged organizations or groups that are not fee exempt.
Major Users
Any organization or group which predetermines the use of school facilities to be more than 100 hours per school year shall be required to enter into a yearly major users’ agreement with the District.
Additional Charges for Fee-Paying Groups
When the community use extends beyond the periods normally covered by District custodial personnel, the minimum use fee, plus an additional custodial charge, will be made and charged according to the prevailing custodial salary and overtime rates.
District Stadium
All community users of the District stadium will be charged a use fee, to be established by the Board.
Payment of Fees
Payment of fees will be made to the principal or building administrator at the time that the building use agreement is signed. In the case of long-term use of a facility, such as major users, special arrangements may be made between the principal and the business office for monthly billing and payments. In no case will a community use agreement be valid for a length of time exceeding one year.
Grounds for Denial of Use
Authorization for use of school buildings or facilities shall be denied when use would be for:
The purpose of advancing any doctrine or theory subversive to the Constitution or laws of the state of Colorado or the United States.
The purpose of advocating social-political change by unlawful means. Any person or organization supporting the purposes of above.
When the building or facility is closed for repairs, decorating, cleaning, or renovating purposes.
When the use of the building or facility would involve gambling.
The Board reserves the right to deny the use of school facilities when deemed necessary in the public interest.
Master Calendar
The school principal shall keep the schedule for building or facility use.
